Item description: Signed by William Woods Holden and Ervin A. Thompson, this report explains their dissenting views concerning new modes of amending North Carolina’s constitution, which were proposed by the state’s Secession Convention. They argue against extraneous calls for and usage of constitutional conventions and for the widely accepted practice of legislative enactment for the vast majority of amendments.
