I have the honour to acknowledge the receipt of your letter of the 7th inst., containing copy of your Special Order No. 19. When here Capt. Benton stated to me on one or two occasions that he had received no orders in regard to drilling at Heavy Artillery, consequently my letter of the 4th inst. on this subject.
In regard to the furnishing of liquors to soldiers mentioned in your letter of the 6th, you will apply to the city authorities to take steps to prevent it. If such application fail to have the desired effect you will then give public notice to all vendors of liquors, that all such prooven to have sold liquor to soldiers after the publication of the notice will have their supplies of this nature destroyed. This by the authority of the Comdg. Genl., and in all cases you will act promptly and vigorously.

P.S. The order in regard to the selling of liquor will apply not only to regular vendors of the article but to all persons who may furnish it to soldiers.
