Walkers Ch. Feby 5. 1864

Col. E. W. Hubard,

Dr. Sir,

I enclose your renewal receipt for $5000 in Albemarle ins.e Comp.y.  You will see the promissor is increased from 3/4 to 1 percent made necessary by the heavy tax-ation and general increase of expenses. It is still lower than the general rates of other companies.  You can deposit the promissor at your con-venience to my credit in Bank at Farmville.

Yours respy

Silas Biglow
