Head Quarters Wilmington, N.C.

Special Order
No 30
Tomorrow morning Genl Clingman will send a strong guard to occupy the lines near R.R. & C Sufficient to prevent the escape of Negroes while they are being impressed in the city for labor.
The guard will take post at 7:30 A.M. They will allow no negroes to pass out of town with or without passes. Sentinels posted to load. Lt. Oberchain will post the guard The working parties having been organized, guards will be put over them & the remainder of the guards return to camp.
